I have done everything from factory reset to turning off the web services but it still says instant ink disabled it will not allow me to re enroll my printer its a HP 5500

Which cartridges you are using to enroll in the instant ink program?

 

If you are trying to use instant ink cartridges, it may not work

 

You may have to use HP regular cartridges to enroll.
