Product: ColorLazer Jet Pro MFP M479fdw

It is time to replace toner Cartridges. The printer will not recognize the HP 414X black cartridge with the chip the printer is now been down for 3 weeks

Does it recognize the original cartridge that was in the printer before you replaced it? There are the odd out of box failures and if the printer recognizes the old cartridge then likely you have a doa product and just need to replace it,  which HP should cover under their cartridge warranty, most vendors will replace for you or you may need to contact HP technical support to obtain a warranty replacement.
