Hi! I have a problem with those regional restrictions for ink cartridges. We moved 4 months ago from the USA to Poland/Europe with our hp envy 4520. I used hp ink cartridge 63 in the USA and looked up what number I need here. I bought the 302 and they do not work, because I learned now that the printers are set to regions. Can you help me please? Thanks and best regards

You will need to Contact HP to request a "Regionalization Reset". There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work. HP's web page on the subject is here.
It seems the best way to contact HP for Regionalization Reset these days is through their support page on Facebook. See https://www.facebook.com/HPSupport/. When you send them a message indicate you need a "Regionalization Reset". Only a limited number of agents have access to the regionalization reset process. If the agent that contacts you is not familiar with the reset process ask to have your case transferred to an agent with the proper access.
Please post back here with your results, especially if you need additional access to get the regionalization reset completed.
