Thank you for posting your query, I will be glad to help you.
It sounds like your HP OfficeJet 4650 is having trouble recognizing the ink cartridges, despite reinstalling and replacing them. Here are a few troubleshooting steps you can try.
Clean the Cartridge Contacts
- Turn off your printer and unplug it from the power source.
- Remove the ink cartridges again.
- Check the contacts on the cartridges and inside the printer where the cartridges sit. Gently wipe both the cartridge contacts and the printer contacts with a lint-free cloth dampened with water.
- Let everything dry before reinstalling the cartridges.
Reset the Printer
- With the printer powered on, unplug the printer from the power source for 60 seconds.
- Plug the printer back in, turn it on, and check if the error persists.
Check for Firmware Updates
- Sometimes firmware issues can cause recognition problems. If possible, check for firmware updates on the HP support website or via the HP Smart app.
Check the Ink Cartridges
- Ensure the new cartridges are genuine HP cartridges and compatible with the printer. Counterfeit or incompatible cartridges may not be recognized.
- Check the protective tape on the cartridge. Even after installing a new cartridge, sometimes a small piece of protective tape can be left on the cartridge's contact area, preventing proper contact.
Perform a Hard Reset
- Unplug the printer from the power source.
- Press and hold the power button for 15-20 seconds to discharge any remaining power.
- Plug the printer back in and power it on.
Check for Blockages or Obstructions
- Ensure there is no obstruction in the cartridge area, such as dust or dried ink, that might be preventing proper contact.
