I cannot get my printer to print blue/cyan. Even after running a "level 3" cleaning, blue/cyan print quality decreases rapidly until, no blue/cyan makes it onto the paper after 2-3 pages, 4 at most.

Do you have updated the printer firmware?
If not, you can download the firmware update from the following link:
https://ftp.hp.com/pub/softlib/software13/printers/ojp6970/2109/OJP6970_2109A.exe

 

You can also perform a semi-complete reset and for this you can follow the instructions in the following link:

https://www.qatechtips.com/2017/02/hp-officejet-pro-6975-how-to-clear.html

I tried that firmware update and it is grayed out and says "Not applicable". The semi-full reset appears to have taken care of it, at least for the time being.
