New Black HP 63 cartridge 63 installed on Envy 4520 Printer and it will not print black

I installed a new HP 63 Black ink cartridge into my Envy 4520 All in One printer.  It will not print anything in black.  It is a new official HP 63 cartridge that I just took out of the box and the inner wrapping.  It is from a Black/Color Twin pack.  

I have tried taking the cartridge out and putting it back in several times but no ink.  I actually weighed the new cartridge and the empty one on a food scale and they weighed about the same.  I think the cartridge failed quality control and no ink was put in this cartridge!

I see many people posting about black ink cartridges not working on the different HP printers.  

I used the Chat function for Help on the HP website and it told me to update some software for the printer and I did that.  Still no black ink.

I would appreciate any suggestions that you have.
