HP Photosmart C4780

I have an HP Photosmart C4780. I’ve been having problems with printing as in the ink won’t show after changing the cartridges. I bought a new black cartridge and it works but all the new color cartridges don’t. The printer prints in all black or nothing at all. I tried all of the tricks to reactivate dry cartridges (if that was the problem) but the ink isn’t dry. On the actual printer there is no option to chose only black and white printing and there is no way that I know to see it in the app HP Smart. The color cartridges I have have been in storage but I’m nearly positive they aren’t dry. Should I buy brand new ink cartridges or it is a printer problem?

Consider a clogged print-head issue.  Your printer appears to use cartridges with the print head in the cartridge.

Look on youtube for video on how to clean cartridges with built in print-heads.  There can be liquid in the cartridges, but if the cartridges went unused for a long time, the print-heads maybe clogged.
