Even when the settings for print are set to color, I only get black and white. I did a print quality diagnostic and it printed all three colors. I changed the ink cartridges and only black and blue show up. Magenta and yellow are not present. I have turned off and on the printer. I have unplugged the power cord and re-plugged in. I have cleaned the printer heads three times. Two days ago I printed a color poster without any issue. It doesn't matter if I am printing from the glass or from a file, it's all black and white.

Check Ink Levels and Cartridge Authentication:

Thank you for your thorough response. See below:
CHECK PRINTER SOFTWARE SETTINGS: when I go into the settings for my printer I can access everything except for printing preferences. It gives me an error message saying:
None of the other settings show where I can select color or black and white.
On another note, the color works when printing off of other devices. Whatever the problem is, it is with my laptop.
UPDATE OR RE-INSTALL DRIVER
I have the latest updates and I don't know how to remove the printer driver. I am an HP Ink member, if I remove my printer I have to remove my subscription which will effect the rates I have.
CHECK INK LEVELS ETC
The ink levels are good and I installed new cartridges just to make sure
DEEP CLEAN PRINTER HEADS
Did that already
PRINT TEST PAGE FROM PRINTER
I couldn't do a test page but I rean a diagnostic and printer status report direct from the printer and everything is fine and the color is good.
FACTORY RESET
I'd like to see if the issue at the beginning of this reply can be fixed before doing the factory reset. I don't feel like it is the printer, I believe it is my computer. There is something that I am missing.
