OfficeJet 6978 printing blank pages even though cartridges are full and correctly installed

I replaced ink cartridges with HP cartridges 

I've unplugged and replugged, restarted, run multiple cycles of clean printerhead, and absolutely no ink comes out.  It was working with the old cartridges, but they were low on ink so I replaced them.  Now I can't get anything to print.

It could be a defective set. You could either return/replace it to the store/website you purchased it from or contact the HP Support Team regarding this.
