Hi,
I have an HP OfficeJet Pro 8715 All-in-One Printer that has the same problem, it's unable to identify the original setup cartridge. I tried to insert the set-up cartridge multiple times and wiped down the copper-colored contact by following the virtual assistant's guidance, but it still told me to use the SETUP cartridges.
Thank you for the help in advance

@CooperShi, Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
The "Use SETUP Cartridges" error on your HP OfficeJet Pro 8715 usually occurs when the printer is unable to validate the setup cartridges. Since you've already tried cleaning the contacts and reinserting them, here are some additional steps you can try:
1. Check the Cartridges
>Make sure you are using the correct original HP Setup Cartridges that came with the printer.
>If you have installed regular ink cartridges before completing the initial setup, the printer may be locked in setup mode.
>If the setup cartridges are missing, replacing them with a new set may be necessary.
2. Reset the Printer
>Turn off the printer and unplug it from power.
>Wait 2-3 minutes, then plug it back in and turn it on.
>Reinsert the setup cartridges and check if the issue persists.
3. Bypass the Setup Mode
Try these steps:
>On the printer’s touchscreen, press the Back button (↩️) four times.
>This should open a Support Menu.
>Select Reset Menu > Partial Reset.
>The printer will restart—check if it recognizes the setup cartridges.
4. Update Firmware (If Possible)
>If you can access the printer menu:
>Go to Setup > Printer Maintenance > Update Printer to install any available updates.
I hope this helps.
Take care and have a good day.

Thanks, the bypass method worked, and now the printer says "New/ Unused Cartridges required for setup". After I put in new cartridges, I can set up the printer now!
For those who are having the same problem as I do, make sure you are using NEW/ UNUSED cartridges. Otherwise, the system will not accept it for the first time setup.
