I have two sets of genuine HP 952XL cartridges for which I paid over $25 per cartridge. Since I tend to stock up, they are now expired. They were brand new in the sealed package but I too get the dreaded "older generation cartridge" error when I install them. Specifically, the current cartridge throwing this error is the Magenta, but I'm guessing I will get those messages for each cartridge I need to replace. I installed a second brand-new cartridge and received the same error.

HP changed the design of the cartridges used in your printer and updated the firmware to reject the old generation cartridges. See the document here for information.
In my opinion HP should replace any genuine HP cartridges that are giving the Old Generation Cartridge error.
I will ask to have your case escalated.
