I try to use blocked ink jet cardridges, the are new, were bought by my daughter. Do I have a chance that somebody is able to unlock these cardridges?

In general, "Locked" cartridges cannot be unlocked.

 

If you have not done so,

Update the Printer Firmware

HP DeskJet Plus 4100 All-in-One Printer series Firmware Update 

 

Reminder: Dynamic security enabled printer. This Firmware includes dynamic security measures, which are used to block cartridges using a non-HP chip or modified or non-HP electronic circuitry. The printer is intended to work only with new or reused cartridges that have a new or reused HP chip or circuitry. Periodic firmware updates will maintain the effectiveness of the dynamic security measures and block cartridges that previously worked. More at: www.hp.com/learn/ds.

 

The Firmware update includes fixes for several items.  If your new, genuine HP cartridges are not working for some reason, it is possible the update can untangle the block.

New, sealed-in-box, genuine HP cartridges designated for your printer and region should not come "locked".

 

Return correctly purchased and properly matched HP genuine cartridges (that should work in your printer) to the place of purchase - let the merchant know of the issue.

Find the information located inside the printer

OR

Use the printer software / application to check the ink cartridge information

 

Note:  The printed information located inside the printer might be wrong when the printer has been moved from its original region to a new location / country.
