The blue ink tank is full however blue is not printed at all.
Ran all the alignments and cleaned printheads.  Diagnostics say it's fine but there is no blue on then print outs.
Can someone from HP assist with the next steps and how to progress?

I understand that the cyan/blue ink tank is full, but the printer is not printing blue at all. You have already completed the printhead cleaning and alignment, and the printer's diagnostics do not report an error.

 

Since the standard print-quality troubleshooting has already been completed, the next step is to examine the printer's actual output.

Print a Print Quality Diagnostic Report

A printer-generated diagnostic report helps determine whether the cyan ink is reaching the printhead correctly.

Load plain A4 paper into the printer.

From the printer's control panel, open Setup or Tools.

Look for Reports or Print Quality Diagnostic Report.

Print the report directly from the printer.

Check the cyan/blue section of the report and see whether it is completely missing or shows gaps and streaks.

 

If the cyan/blue pattern is completely missing

Do not continue running repeated printhead-cleaning cycles. Repeated cleaning can consume a significant amount of ink without resolving an underlying ink-delivery or printhead issue.

If cyan is completely absent from a printer-generated diagnostic report, the issue is occurring within the printer's ink-delivery or printhead system, rather than being caused by the computer or the application used for printing.

Please upload a clear photo of the complete diagnostic report so the print pattern can be evaluated.

 

Please also provide the exact printer model. With the model number and diagnostic report, we can determine the appropriate next step and whether further printer service may be required.

My issue is EXACTLY the same, there is definitely an issue with these printers - for an HP product this is not acceptable
