Generally speaking, is it common for HP inkjet printers to have a pool (fresh/dried) of ink below the carriage?  

 

For example, I have an Officejet 6230 when the carriage is parked on the far right side, below the carriage is pool of dried ink.  I think there is something that slides back/forth below the carriage to clean the cartridges which leaves the ink. 

 

I have a user that thinks the printer is leaking ink because she sees the pool of ink below the carriage.  I wanted to get some clarification on this issue.

Yes, that is usual. On the right side of the printer is located service station, a part of the printer that cleans and maintains printheads and collects old wasted ink.
