Thank you for posting your query. I will be glad to help you.

Yes, most HP ink cartridges come with protective tape that must be removed before installation. The tape covers the vent hole on the cartridge, and if left on, the cartridge won’t function properly.
 

How to Remove the Tape

  1. Take the cartridge out of the box.
  2. Locate the tape—it’s usually yellow, orange, or red and found on the top of the cartridge.
  3. Gently pull the tape away from the cartridge and discard it.
  4. Install the cartridge in the printer and run a test print.
