Problem with supply system

I have put a new genuine cartridge in my printer and it is coming up with

'There is a problem with the supply system. Try replacing the affected cartridge with a different, non-empty, cartridge. If the message reappears again, record message and contact HP'.

I have changed the cartridge twice so I do  not believe this is a cartridge issue as both genuine HP cartridges are full.
