HP 3830 using 63XL cartridges and printer is not recognizing Black Cartridge.  Change Cartridges, cleaned contacts per directions, turned unit off for 15 minutes and nothing works.

I understand your HP DeskJet 3830 is not recognizing the black 63XL ink cartridge even after replacing it, cleaning the contacts, and power cycling the printer. Let’s go through a few steps to check what could be causing this.

Power reset the printer
With the printer turned on, unplug the power cord from the rear of the printer and the wall outlet.
Wait at least 60 seconds, then plug it directly into a wall outlet and turn the printer back on.

Remove and reinstall all cartridges
Open the cartridge access door and remove both cartridges, not just the black one.
Reinstall the color cartridge first, then the black cartridge, making sure each clicks firmly into place.

Check for protective tape or blocked vents
Remove the black cartridge and confirm all orange or clear protective tape is fully removed.
Check that the small vent on the cartridge is not blocked by tape or ink residue.

Clean the contacts again and allow full drying time
Turn the printer off and unplug it.
Clean the copper contacts on the cartridge and inside the carriage using a lint-free cloth lightly dampened with distilled water, then let them air-dry for at least 10 minutes.

Test with only the black cartridge installed
Remove the color cartridge and install only the black cartridge.
Power the printer on and check whether the same recognition error appears.

Confirm cartridge compatibility and region
Verify the cartridge label says HP 63 or 63XL and matches your printer’s region.
Region-mismatched cartridges will not be recognized even if they are new and genuine.

Check cartridge status in HP Smart
Open the HP Smart app and review the ink status or error message shown for the black cartridge.
This can confirm whether the printer is detecting a cartridge fault or a communication error.

Inspect the black cartridge slot
Look inside the printer for bent pins, ink buildup, or debris in the black cartridge slot.
Damage or contamination here can prevent the printer from recognizing any black cartridge.
