Just replaced 2 ink cartridges. Can they be recycled or sent back to HP to be reused? If so who pays for shipping back to HP?

Yes, empty cartridges can be recycled.
HP pays accepts cartridges for recycling in our region.
HP pays postage - you just need to request the little bag for the cartridges.
OR
If you have a electronics / office store in your area, these might accept used cartridges for free recycling.
Sustainability – Business Systems / Devices - Recycle
HP collects used products for resale and recycling in 73 countries and territories worldwide
