Product: HP Color LaserJet Pro M254nw

We have two of these printers and all cartridges are reading incompatible. The cartridges are the 202A variety that say M254 compatibility on the box. 

 

It reads intended for distribution within appointed territory: important in Europe, Russia, CIS, Middle east and Africa is prohibited. 

 

How do I switch my printer setting to the right region to use my printer cartridges that may be assigned to another region? 

This printer should be registered in the USA. Why is this such a problem to begin with?
