Printer:  HP OfficeJet Pro 9020.   I went through a hundred steps before I found this easy solution.  First, there are numerous articles on clearing a paper jam that has caused the ink carriage to stall.  Almost all of them start with the assumption that the carriage can still move.  Mine was stuck fast all the way to the right.  The error message kept coming up that the print cartridge cannot move.  Second, I would recommend following all of the other guidance for resetting the printer by unplugging it and removing any visible paper jams.  However, I think my problem began with a print job that was calling for a specific kind of paper that was not located in the paper tray.  So, the printer thought the print job was still there.  The next thing to do would be to clear all of the print jobs in the queue, which can only be done from the computer that originated the print jobs, since the printer was stuck on the error message.  The next thing that fixed the issue was more difficult.  I had to remove the side panel to the printer itself to view the cartridge carrier from the right side.  This involved only removing 4 star-headed [T-10] screws--two from the back and two from the inside top above the side panel.  After the panel was off, I still could not move the carriage, BUT right below the carriage was a solid black panel that easily moved to the rear of the machine with a slight push.  I just slid it all the way back.  Once it was moved, I powered up the printer and it worked fine.  (All this should be done with the power cord disconnected of course.  Also, it worked even with the side panel removed.)
