I want to install a new toner cartridge. The "safety band" which needs to be pulled out didn`t rip. Therefore I pulled out a part of the band with a different plastic structure,which has black streaks on it. Is this a problem ? What can/should I do ? Is the cartridge still usable?

That looks like the standard toner dam to me. That should remove fully and then you install the toner cartridge. The plastic strip that you pull out keeps the toner in the bin, separated from the rest of the cartridge, so when pulling it out, you may find some toner on the plastic, depending on how the cartridge was shipped.
