How can one raise a paid service request to HP or its partner?

I have been facing with The PC is not booting up at all the power connections and everything is correct
when the power button is pressed to switch on nothing happens it does not respond, I can see the LED getting ON when the button is pressed but it goes off when the button is released, and it won't start at all, the PC was working completely fine till Last Thursday(1/9/22) and was also shut down properly the issue came up on Friday as it just won't start
