it takes to long for my business card to dry when I use the office jet Pro 9720 with hard paper. What are the printing settings that I should use before printing that can allow easier drying and ink not running off the paper

Welcome to the HP English Community --
Try / Consider...
Check that your paper is actually made for an InkJet printer.
Laser printer paper -- and possibly paper claiming to be for both Laser and InkJet - might cause issues, including dry times.
Knock the quality down to Normal (not Best) - dumping too much ink in a hard print surface can cause issues, including "running" ink.
Respect the printer's paper weight tolerances -- paper that is too heavy might print but might also include oddities that impact quality.
Paper weights are supported as indicated in the Media Specifications.
"Card Paper" is not mentioned as a supported paper type.
That said, "Card Paper" -- ISO Index paper -- to 200 gsm is perhaps supported.
Business card paper is usually much heavier than Index / HP Card (110lb / 200 gsm).
No, you cannot select paper type "Photo" (to gain access to the 250 gsm weight designation) unless you are actually loading and using Photo paper. Most printers know the difference and will balk (refuse).
Try Paper Type > "Brochure" or "Professional" and hope for the best.
