My OfficeJet 4650 keeps saying
Remove and reinstall the indicated ink cartridge, making sure it is correctly installed.
we already replaced it many times and nursed it through some printing, but it is stuck again. We also cleaned the contact, and unplugged it many times.
Do we just need a new printer?

I understand you are getting this error on the printer. If you have already performed the steps from the document ink cartridge error: https://support.hp.com/in-en/document/c04100778 and the issue persists, it could be a hardware failure.
