Right this has fixed my problem but please note this is for Windows 10 on a HP 7720 in the UK.
The firmware below upgrade refused to allow me to use my third party inks but frankly I'm so sick of this problem that I didn't care if the solution bricked it totally.

Please note from previous experience, factory resets will not fix, you will not neccesarily be able to install an old firmware patch for the same class of printer from another part of the world which is maybe why my old firmware didn't allow me to select the printer. Note the downgrade takes some time, leave it the hell alone and don't interrrupt it, it resets it big time - you have to select language and location (English UK in my case), It goes through a long printer maintenance routine , Tells you the cartridge is depleted, and it may be counterfeit and HP won't warranty usage of it, It then calibrates the printer (sounds very ill but patience is required and you OK through the screens). Obviously at the printer update options screen you select do not check, turn off HP data collection (your on you own by this point anyway...) and ignore visitng 123.hp.com and you're in business.
Note this worked for me but might turn your box into a flowerpot - it's at your risk...

Unfortunately not on that web-site. Probably the best solution would be to ask a friend with a laptop whether they can download it for you and then connect up via ethernet or usb (ethernet I know works) and download it to the printer. The whole routine would probably take 10-15 minutes.
The other options would be to find an older version of the firmaware for MacOs and download that but I suspect that may be even more difficult to find the Windows versions. I don't suppose you got the old installation files on CD/DVD - that may be worth a try...

Remind me not to buy another HP product.
In the mean time, turned off Web Services, Disabled Auto-Updates, and changed this feature from the printer's web page under Settings/Preferences:
o more 3rd Party ink ban.
