Received an used OfficeJet Pro 9010 and installed new ink. However, printer is kicking back message " Use Setup Cartridge that came with your printer ". Printer did not have the original ink cartridges and message occurs before get to printer main menu. Unable to factory reset via the HP Smart App as well. Firmware has been updated on the printer and unplugging for 60 seconds and then turning back on does not make a difference. Any other suggestions on how I do a cold reset or oobe reset without the control menu present?

To bypass the message on the printer the only option left is to perform an OOBE reset and re-initialize the printer.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
