When I print to my 3600n and don't explicitly specify to print without color, I get undesirable artifacts around both images and all my black text. I haven't the slightest idea why the printer would use any color ink to print default black text, but in this case its using yellow and placing a "halo" around the black text. I feel like some examples may explain it even better than I'm able to textually.

I bought this printer to handle documents with mixed color photos and text, we have another monochrome only HP LaserJet specifically for printing colorless documents. Unfortunately at the moment, the 3600n's biggest failure is at doing exactly what it was procured to do. Has anyone else seen this? Any help would be appreciated.

One possibility is that when printing mixed text/color it is printing the text using composite (all colors) instead of black and the alignment of the color cartridge is not correct. If you print the supplies status page how does that look? Do the color bars for the toner levels fall within the black box? You may need to run a couple of calibrations. The artifacting is most common when printing a scanned document that was scanned in color and while very light shading is not visible on the scan, it shows up when printing. Scanning at a higher resolution will usually solve this problem.
I would also ensure that you have the latest drivers installed for the printer.
