Perhaps the ink is not dry on the paper - when the photo is touched, the ink is lifting from the paper and transferring to the finger.
Try a different paper.
Some paper is not compatible with the ink in the printer and the ink will remain "wet".
Most HP printers that can print photos at all will print on HP Advanced Photo Paper
