an error comes up that states "there is a problem with the printer or ink system. turn printer off than on. if problem persist, contact HP." I've restarted the printer and error still appeared and than bought a new print head and no dice and then bought new ink and still there was a error and I'm out of solutions.

I understand you are not able to print due to this error. Make sure you have tried the steps mentioned in this document to resolve this issue - Resolving 'Ink System Failure', 'System Supply Problem' Errors
If the issue persists, please reach out to the HP Support in your region regarding the service options for your printer.
If the printer is out of warranty, I suggest you upgrade the printer. You may visit Hp Store to check the available printers.
