@trevjohnston, Welcome to the HP Support Community!
To bypass the message on the printer the only option left is to perform an OOBE reset and re-initialize the printer.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
In order to access your private messages, click the private message icon on the upper right corner of your HP Support Community profile, next to your profile Name or simply click on this link.

What worked for me was to sign-up for "HP Instant Ink".
New cartridges were shipped to me.
When I installed those cartridges, it bypassed the demand to "insert setup cartridges".
Although I tried, many times, I never was successfully able to "activate" my HP Instant Ink account.
So, I am not being charged the monthly fee for that service.
When those cartridges became empty, I purchased third-party black & colour cartridges, and they are working fine.
Weird, but I'm happy.
