After replacing the black cartridge the printer announces an error:
"There is a problem with the supply system. Try replacing the affected cartridge with a different...etc"

I have already assembled another new cartridge but the malfunction repeats

Thank you for posting your query, I will be glad to help you. 
Since you're seeing the error "There is a problem with the supply system" on your HP OfficeJet Pro 8720 after replacing the black cartridge even after trying a second new cartridge here are some steps to help resolve the issue:
 

Power Reset the Printer

  • Turn the printer on.
  • With the printer on, disconnect the power cord from the back.
  • Unplug the power cord from the wall outlet.
  • Wait 60 seconds.
  • Plug the power cord back into the wall and then into the printer.
  • Turn the printer on and check if the error persists.

Check Cartridge Authenticity

  • Make sure you're using genuine HP cartridges. Non-HP or refilled cartridges can sometimes trigger supply system errors.

Clean Cartridge and Electrical Contacts

  • Open the cartridge access door.
  • Remove the black cartridge.
  • Use a lint-free cloth slightly dampened with distilled water to gently clean:
    • The electrical contacts on the cartridge (gold/copper-colored dots).
    • The contacts inside the printer where the cartridge connects.
  • Let everything dry for a few minutes, then reinstall the cartridge.

Try a Different Cartridge (If Available)

  • Even new cartridges can be defective. If you have access to another genuine HP black cartridge, try installing it.

Update Printer Firmware

  • Outdated firmware can cause cartridge recognition issues.
  • Download the latest firmware from the HP Software and Drivers page.

Reset the Printer to Factory Defaults

  • On the printer's touchscreen:
    • Tap Settings > Printer Maintenance > Restore > Restore Factory Defaults.
    • Confirm the reset. This will not delete your print drivers but will reset settings.

If none of the above steps resolve the issue, the printer may have a hardware fault in the ink supply system. In that case, We suggest you please visit the nearest HP authorized service center, the service team will check and assist you.
