Welcome to our HP Community forum!
Unfortunately, HP ceased supporting the various "Recycle HP Ink Cartridges → Order Free Recycling Supplies" (see this defective link for example), meaning, you won't/can't request a return recycling envelope.
Best second option would be to drop off your used ink/toner cartridges at Staples, Best Buy, Office Depot | MAX, Walmart -see link: https://www.hp.com/us-en/hp-information/recycling/ink-toner.html: go to: Drop if off > Find a location.
