Welcome to the HP Support Community!
I think the wrong cartridge is used here!
See Specifications - HP DeskJet Ink Advantage 3635 - Asia Pacific , you need HP 680.
The cartridge "HP 652" is only for "Europe, Middle East, and Africa".
