Short Answer:
Yes.
===================================================
Details
The exception to that is if you have purchased "HP All-In Plan - Printer / Ink / Support" subscription.
All other situations:
HP Instant Ink is OPTIONAL.
What if already subscribed?
The Instant Ink subscription can be cancelled.
There are responsibilities for both customer and HP.
Ask if you have a subscription you want to cancel
OR
Contact the team at HP Instant Ink Support during business days and hours available in your region.
