Paper Rollers not staying down

Hello all, I have a Envy 5540 all in one printer.  Recently the paper stoped feeding and we got a paper jam error.  But, there's no paper jam.  The issue is that the paper rollers drops as usual to feed the paper but it raises up again right away.  So the rollers drop and raise also instantly.  Could it be a false paper jam everytime?  I've reset the printer and cleaned out all parts of it as best as i could but nothing has work.  Any help would be appreciated.  Thanks.
