Phantom paper jam

my envy 7640 all in one printer says paper jam and there is no paper in the way.  does anyone have a solution to this.  I have cleaned the rollers and did everything the tutorial told me to do and it still says paper jam.  I cannot use my printer.

4) Select the country from the drop-down.
