After all these years HP solution center no longer runs. Says installation not complete. Tried to uninstall drivers, but the printer driver persists. Tried to re-install driver, but installation doesn't finish, returns a message "some files need to be deleted" and Solution Center says "installation not complete" and won't run. Can still print from apps and scan from Microsoft SCAN. Would like to be able to use HP Solution Center to get ink status, etc. Lots of "INVALID DWORD (32 bit) value" entries in registry under HP printer.
Any ideas?

Don't worry, I'm here to help!
Let's get straight into this -
Step 1 HP Print and Scan Doctor -
Click on this link to download and run HP Print and Scan Doctor
Step 2 Re-install the printer drivers -
1) In the search box, type and open "Uninstall a Program".
2) Look for HP Printer software.
3) Right-click to uninstall.
4) In the search box, type and open “Devices and printers”.
5) In the Devices and Printers, look for your HP printer. If you see it listed right-click on it and choose “Delete” or “Remove Device”.
6) Open the run command with the "Windows key + R" key combo.
7) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”).
8) Click on the "Drivers" tab.
9) Look for HP Printer driver. If you see it Click on it and click “Remove” at the bottom.
10) Select Ok.
11) Select Apply and Ok on the Print Server Properties windows.
12) Close Devices and Printers Once the software and drivers are removed.
13) Restart the computer.
14) Download and install the software and drivers from here.
If the issue still persists, try installing the built-in driver. Refer to this link for steps - HP Printers - Installing and Using the Windows Built-in Print Driver

Thanks for the response. I am a bit confused by your steps.
I am running Windows 10 Pro and your steps do not conform to the responses I'm getting, but I proceeded as follows:
The search box takes me to "Apps and Features" from which "HP Photosmart C4700 All-in-One Driver Software 14.0 Rel.6" is present. Is that what I should try to uninstall? When I try that, I get a message that tells me to unplug the printer from the computer. It then requires a restart. I removed the USB connection to the printer/scanner and restarted. After restart, the driver is still listed as installed.
I then proceeded to your steps 4 and 5. The Printer/driver is still listed in "Devices and Printers" but as offline and I removed it.
At your step 9, the printui.exe /s command opens the Remove Driver and Package window and asks if only the driver or the driver AND package should be removed. Which should I select?

Please perform the below steps and check.
After upgrading a computer to Windows 10, HP Solution Center cannot be found. Your printer might use a Windows built-in driver that does not support HP Solution Center.
Step 1: Confirm your printer does not support a full feature print driver
Before using your printer with the Windows built-in driver, make sure your printer does not support the full feature print driver.

Go to HP Customer Support - Software and Driver Downloads.
If prompted, select a method to identify your printer model, and then follow the on-screen instructions to go to the download page.

Scroll down the page to select Driver-Product Installation Software, if necessary.

If 'Full Feature Software and Drivers' displays, click Download, and then follow the on-screen instructions to install the print driver.

If 'Full Feature Software and Drivers' does not display, your printer uses a Windows built-in driver that does not support HP Solution Center. Continue to the next step.

Step 2: Use your printer with the Windows built-in driver
Review the following table to complete common printing tasks with the Windows 10 built-in driver.

Open HP Printer Assistant or HP Solution Center printer management software
These HP applications do not install with the built-in driver. Workarounds are available to complete printer management tasks.

Print from a Start app: Not all apps have a print option.
Click the menu icon
, and then click Print.

Print from a desktop app
Open the document or photo that you want to print, click File, and then click Print to select your printer and change any settings.

Fax
Use the buttons and menus on the printer control panel.

Check estimated ink levels
View the ink level indicators on the printer control panel, if available. Or, print a self-test page or printer status report from the control panel.

Change print settings
In Windows, search for and open Devices and Printers. Right-click the icon for your printer, and then click Printing Preferences. Change any print settings, and then click OK.

Scan: Scanning from the printer scan button or icon is not supported with the Windows built-in driver. Use one of the following methods to scan from the computer instead:
Scan with USB-connected printers:

Windows Scan app (Windows 10 only): Supports scanning from most HP all-in-one printers. Go to Windows Scan at the Microsoft Store (in English) to install.

HP Scan & Capture app (Windows 10 and 😎: Scan photos or documents using your printer or the camera on your computer.

Windows Fax and Scan: In Windows, search for and open Windows Fax and Scan. Click New Scan.

Paint: In Windows, search for and open Paint. Click File, and then click From scanner or camera.
Scan with network-connected printers:

Get the printer IP address from the printer control panel or by printing a network configuration page.

Type the IP address in the address line of a web browser such as Internet Explorer, and then press Enter to open the printer Embedded Web Server (EWS).

On the Scan tab, click the Webscan application.

Select the Image type, and then click Scan.

Right-click the scan in the browser window, click Save Picture as, and then click Save.

You answered a question I didn't ask.
I've been running Windows 10 for years with no compatibility issues with HP Solution Center or my Photosmart C4780 printer/scanner. I had already checked to make sure my printer was compatible before I sent my first question, and indeed it is. As I stated in my original question, The full-featured printer driver from the HP site will not load successfully. I believe I need to add it to the system in addition to the windows built-in driver , and if necessary, disable the built-in driver so I can add it. Does that make sense? Is there another reason why the full-featured version won't install successfully, given the fact that HP claims it is compatible and has been in the past?
This all started when the driver that is already on the computer, whichever it is, started producing shadowed text, even after aligning and changing cartridges several times. I suspect the driver that is on now the computer was either corrupted by some recent update and needs to be replaced, or is not the correct driver for the printer - but the operating system will not let me load the full-featured for my C4780 printer.
Your first response to my originally stated problems in this thread that took me to "printui.exe /s" might be what is needed to totally remove the existing driver so it can be replaced, I don't know. All I asked in my previous question (from which you took me on a witch hunt to see if my printer is compatible with Win 10) was, "At your step 9, the 'printui.exe /s' command opens the Remove Driver and Package window and asks if only the Driver OR both the Driver AND Driver Package should be removed. Which should I select?"
If after I am able to install the full-featured from the file on the HP site I still get print "ghosting" I will revert to using the windows driver for the HP C4780 printer, even though a version of it may already be on my system and is probably causing my problem.
