Welcome to the HP User Community.

Changing the version of the Windows Operating System - rolling "forward" or "back" - almost always leaves the printer software in an unusable condition.

  • Uninstall the existing printer software
  • Restart the compute and log in
  • Download / Save / Install the full driver printer installation package

OR

  • Use the Easy Start Software method to find and install your printer software.

The following outlines the basic "download / save / install" method.

It is a good place to start...

Printer's Full Software Software / Full Driver printer software installation package:

HP OfficeJet 3830 series Print and Scan Driver and Accessories

Printer Software

===========================================================

>>> Check / Install the Full Feature Software / full driver printer software

The full driver provides the foundation on which other programs and printing software depend.

Preparation - Install Full Driver Printer Software

If you have not done so,

In addition to the HP Smart application,

Install the Full Feature Software / full driver printer software for the printer.

HP Smart and other print software / applications benefit from having the full driver installed.

Make sure your VPN is switched Off when installing software.

Printer Software Check - Is the printer software installed?

Notes

When the full driver printer software is installed,

Find the printer software listed in Control Panel > icon view > Programs and Features.

The installation of the full printer software adds two shortcut icons to the Desktop.

The Printer Assistant is named for the printer and provides access to Print , Scan , and Tools

HP Scan is named for itself and provides a direct call to the HP Scan software.

Programs_and_Features_Printer_Desktop_Icons_5Programs_and_Features_Printer_Desktop_Icons_5

Next...

Printer software installed and  listed >> Software is out of date or not working?

NOTE:  If the printer software shows installed but is not working as expected,

Uninstall the printer software from Control Panel > icon view > Programs and Features

Restart the computer and log in

What if?

If software will not uninstall, appears to be removed and is “still hanging around” after you uninstall / Restart...

Microsoft:  Fix problems that block programs from being installed or removed

OR

Revo Uninstaller (Free version)

then

Restart the computer and log in

Reminder:  If using USB, disconnect the USB printer cable between the printer and the computer before installing software.  (Re)Connect the USB cable when instructed to do so near the end of the installation procedure.

===============================================================

Next,

Install a fresh copy of the Full Feature Software / Full Driver printer software

Restart the computer and log in

Basic Instructions - Install the Full Feature Software / Full Driver printer software

  • If using VPN, shut it off to install software
  • Download and Save the Full Feature Software installation package or the Easy Start Software
  • Open File Explorer
  • Navigate to the folder in which you saved the installation file  (likely Downloads)
  • Reminder:  If using USB cable between printer and computer, disconnect the cable before installing software.
  • Right-Click on the installation package and “Run as Administrator
  • If using Easy Start > When asked, opt for "Full Driver" (exact wording might vary).
  • If using Easy Start > Skip any extra software / offers you do not want (wording varies).
  • After the software is installed, Restart the computer and log in

Thank you so much for your detailed help. I was able to reinstall everything successfully. However, when attempting to print, I get the error "Your printer has experienced an unexpected configuration problem. 0x80004005."

(Note: I was able to connect the printer to my laptop and it works fine. But there was no rollback on the laptop.)

Not sure what this means:

"(Note: I was able to connect the printer to my laptop and it works fine. But there was no rollback on the laptop.)"

Perhaps the sentence describes a different computer entirely?

If yes,

True - systems that have not been "upgraded" or "rolled back" do not exhibit the problems sometimes encountered with "in place" changes to the version of the Operating System.

==============================================================================

0x80004005

The error code appears to be a general install or network error -(  @Repairatrooper might have a different opinion ).

It might be a sign that the File System is having trouble negotiating installation procedures.

If you are running Fast Start, at least for now, switch off this feature.  It can interfere with a clean start of the File System when you boot (start) the computer.

Switch off / on Fast Start

Fast Start uses a "saved configuration" to more quickly start your computer.

This is great until / if "something" is saved that should have been discarded during the boot sequence.

Switching off the option forces the computer to book from the Windows Operating System and File System on the disk.

Settings   > System > Power and Sleep > Additional Power Settings

Choose what the power buttons do

Click Change settings that are currently unavailable

Remove Check (clear box) Turn on fast startup (recommended)

Save

Next,

Close programs (browsers, games, email, etc) and close any open windows

Next,

Windows key + X + A (opens Cmd prompt as Admin)

When the command window opens, type / paste the following command and hit Enter:

shutdown /s /t 0

  • Wait for the computer to shut down completely (a few seconds)
  • Boot the computer > Log in > Wait around for a couple of minutes (yes, wait, do not rush) >
  • Try shutting down the notebook from Windows key > Power

Optional

Switch ON the fast startup setting

Dragon-Fur NOTE:

Business Notebooks > Fast Boot setup may be enabled / disabled in the BIOS

Shut down the workstation > Power on, immediately tap-tap-tap F10 to enter the BIOS >

Advanced > Boot Options >

Check / Uncheck Fast boot > Save and exit

OR

Elevated command prompt - run the following command:REG ADD "HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Power" /V HiberbootEnabled /T REG_dWORD /D 0 /F

==============================================================================

If you have decided to run the Print and Scan Doctor,

If you can get it to run in your "rolled" system,

Try the Offline version of the Doctor.

NOTE

Use a "known to work" browser (one that has been able to download / install other files since the "roll").

This means, generally, do not use Edge - instead (for example) use Firefox.

Start here – Solutions presented in the order to be completed:

HP printer is offline or not responding

OR

Resource – Choose the right doctor for the job

Open Website

HP Print and Scan Doctor for Windows

Click the green Download Now option / box

Wait!

If the problem / issue is one or more of

  • Printer is Offline
  • Cannot print in Color
  • Duplex printing has disappeared
  • Installation continues to fail

Try this “Offline” Doctor version:

https://ftp.hp.com/pub/printers/hppsdr/patches/HPPSdr.exe

After the doctor runs, Restart the computer and log in.

Doctor will finish any necessary setups.

NOTES – The “Offline” doctor

As a result of repairing issues,

Offline / Color check / Duplex check version of the Doctor may replace the printer or add a “(Copy 1)” version of the driver in Devices and Printers.

If there are two printers in Devices and Printers,

If one of them does not work,

Try sending your job to the “Copy 1” named printer.

Later

If you want / need to rename the “Copy 1” printer:

Open Control Panel > icon view > Devices and Printers

Right-Click on the printer name > Printer Properties > Tab General >

In the top box, Edit the name of the printer (For example, remove the part that says “Copy 1”)

Click Apply / OK to save change

NOTE:  The name change may take a bit of time (a few minutes), else Restart the computer and log in.

Commentary

In my experience, changing the OS one way is hard on the system - "upgrading" the version of the Operating System leaves the OS in a "mostly this and some of that" state.

For example, upgrading Windows 10 to Windows 11, presumably changes "just the bits" necessary to install the newer version of Windows while repairing any resulting broken links, replacing libraries where needed, and generally patching everything back together for the rest of the File System.  When the change is successful, the Operating System recognizes itself as the new version.  Installed software (for example, printer software, games, Office Software, photo editing software) might break when the links and libraries on which the programs depend are removed / changed / or repaired.   This result is normal in my experience.  All or many of your personal programs must be uninstalled and reloaded.

"Rolling back" tries to undo all the work completed by the original "upgrade" to go forward.

It's me, I guess.  I don't like OS version upgrades and I really dislike "roll backs".  Messy.

Installing a clean version of the OS is my preferred method to move from one version to another.

Hopefully, something will work.

If @Repairatrooper has additional help to offer, he will post back.

Good Luck.

(I had to step away from this issue for a period.)  I still cannot print from my HP OfficeJet 3830 from my desktop after I rolled back to Win10 from Win11. I can scan okay but when I try to print, I get the message "the selected printer is not available or is not installed correctly. Check your printer or try selecting another printer." I have a laptop and I can print from the laptop just fine but not my desktop. I've tried all the steps I've been given and ran into a dead end each time. I need someone (with patience---LOL) to walk me thru steps to fix this. I will post each time I run into a roadblock following the directions. Your help is much appreciated.

What if?

"Rollback" (or in-place "Upgrade") operations are hard on the File System.  Sometimes it works, sometimes not-so-much.  If other measures fail, an unpopular and successful solution is to run a clean install of Windows.

OK.

One more try...

If you have not done so,

  • Consider Restarting the router that controls your network
  • Make sure the printer is correctly plugged into a wall outlet as opposed to using a surge protector
  • Restore network settings to default settings
    1
. From the Home screen, touch (Wireless), and then touch Settings .
    2
    . Touch Restore Network Settings.
    3
    . Follow the on-screen instructions

Note:  This and other important how-to information is included in the User Guide

  • Uninstall the printer software - Use the uninstaller if necessary
  • Check Security software to ensure it is not blocking the installation
  • Check and Remove any left over bits of printer software that might be stuck in various folders
  • Restart the computer and log in
  • Load / Install the printer software
  • Restart the computer and log in
