I am getting ready to set up my HP OfficeJet Pro 9020e printer. I do not want to subscribe to the web services and the eInstant Ink Program. I will buy my own cartridges at Staples. Can I set up this printer without out subscribing to Web services ePriint?

Instant Ink subscription is not required, though if you have opted for HP+ service, there is an extended free subscription period available.
Caveat: If you opt into HP+ and opt into the Instant Ink subscription,
If you then do not want to continue with the Instant Ink Subscription at the end of the Trial,
You must then cancel the subscription at the end of the trial period. When the subscription is terminated >> you must remove all Instant Ink Ready / Activated cartridges and purchase a set of HP ink cartridges.
If you have opted for HP+ service,
- The printer must be connected to the Internet so it can be monitored for HP+. In this sense, then, the printer must be connected to Web Services.
- For the life of the printer, you must use genuine HP Ink products / cartridges. This is not related to the Instant Ink subscription - the requirement is for the HP branded ink cartridges.

What else?
ePrint is not required - you can simply not use ePrint.
This is not the same thing as registering the printer at HP Smart / HP Connected.
After the printer registered at HP Smart / HP Connected, you can choose to not use ePrint.
ePrint itself is the sending of email with allowed content / attachments directly to your printer's email address.
You do not have to use the product / feature.

Which brand of Ink Cartridges?
Your Printer is protected by Dynamic Security.
If you do NOT opt into HP+, the printer still expects to use HP branded products.
That said, the details are important.

Printer Software Check
Notes
If the full driver printer software is (already) installed, you will see the printer listed in Control Panel > icon view > Programs and Features.
In addition, the installed software places two shortcut icons on the Desktop.
The Printer Assistant is named for the printer and provides access to Print , Scan , and Tools
HP Scan is named for itself and provides a direct call to the HP Scan software.

For printers that support the option,
Use the Easy Start wrapper to install and configure the printer software.

- Download-and-Save the current version of the Easy Start wrapper to install your print software
- If using USB: Disconnect the USB cable between the printer and computer before installing the software.
- Right-Click on the downloaded package and "Run as Administrator" to start the installation
- When asked, Select to install the “Full Driver” / “Full Feature Software”
- If using USB: Connect the cable when instructed to do so (near the end of the installation process).

Notes >> Easy Start... The Journey
- Full Administrator Rights are required to complete the HP Software installation.
- About 2/3 of the way through the setup, you will be given the opportunity to select the software - select the "Full Driver" set (as opposed to the basic driver or other application).
- You can skip / ignore suggestion(s) that you add the HP Account – you’ll need the account at some point, for now, you can skip this suggestion (as many times as it insists it’s a good idea) during the full driver software installation.
- If you see it, you can skip / ignore suggestion(s) regarding Instant Ink subscription. Instant Ink subscription is NOT mandatory.
- Full driver includes print and scan functions supported by your printer and provides the printer features on which other applications / software might depend.
