Can I print labels on my Deskjet 6540? If so, what program or software do I need to print self adhesive labels for labeling

I can offer the following:
(I believe) the answer is "maybe".
The printer Specifications indicate that cards are supported (so thicker paper can be used) and that lables are supported (at least the basic type of standard mailing lables in standard size "Letter" / A4).
That is the good news...
The "maybe" news is due to the lack of printer software AND perhaps if the labels you seek to print are not of a "standard" size.
There is no Full Feature Software available for this printer for Windows 10.
Instead the suggestion is to install the Windows drivers as explained:
HP Printers - Installing and Using the Windows Built-in Print Driver
Windows drivers provide "basic" print functionality.
Without access to the extra features the Full Feature Software provides, the printer is limited to what the Windows drivers can provide for the printer.
IF that is enough, then you can perhaps print labels that are on a supported label sheet size.
The (following) Dragon document provides some information I have gathered for printing labels / business cards using Word and / or Avery software.
I do not know (nor can I test) whether the information (and / or the Avery software) supports using only the Windows drivers for the printer.
In general, you need to be able to select a usable combination of settings:
Media type - labels, card, something that indicates the "paper" is thicker than regular printing paper
Source - this is the tray
Paper Size - size of the sheet of labels - this must be selected from the available / supported sizes (because there is no support for "custom sized" paper)

Your are welcome.
It might work and is worth a try.
The problem, if there is one, is the lack of the Full Feature Software (full support printer program) for your OS. Meh. Try and see..
