Yes -- you can use the printer without access to the Internet.
Access to the printer features are more or less limited depending on the type of connection method.

USB printer cable between the printer and the computer is most limiting.
Applications or software that require access to a network or the Internet are not supported.
The Full Driver printer software can be installed and used using this connection method.

Should it be an option for you, consider at least using Wi-Fi Direct.

You are welcome.
There are many fewer options if you cannot connect the printer to the network.
We do not know your Operating System / version nor which application or software you are trying to use -- this hampers any answer beyond generic.
The answer is to use software and a printing method that does not require the printer to go (access) outside of its local environment.

I think the printer is not best suited to whatever you are asking of it.
For example,
The limitation might be due to the print application, the full driver printer software (if installed), the type of job, and / or the state of the printer.

Comments
"Without Internet" is not the same thing as not connecting to a local network.
What?
Some applications do not work without access to the Internet.
Some print methods assume access to the network -- and some jobs require access to Cloud storage.
Connecting to the Internet requires that the printer be on your network and able to use Web Services.
Said another way -
Web Services connects the printer to the Internet.
Wireless (standard), Wi-Fi Direct, and Ethernet can be used to connect the printer to your local network.
Mobile devices - tablets and phones - cannot use the printer without it at least being connected using Wi-Fi Direct.
IF you accepted and enabled the HP+ contract, the printer must be connected to your network AND to the Internet.
HP Smart does better when at least being connected to your local network and provides limited access using Wi-Fi Direct.
I've read the HP Smart (Windows) might work with only a USB cable connection between printer and computer -- I've never seen it.
