OK, trying to to swear here, but HP printer service isn't very good (for me)
I have an HP OfficeJet Pro 9010, set up a home.
I can Print to it from home laptop, phone etc.
I can do the email to print
However Scan to email is failing due to the Web Server.
I am trying my best to set this up, but no luck.
HP site, says I need to "Add your first Device". I enter the Serial, but it says "This Product must be associated with your HP All-In Plan account in order to be added to your profile".
I pay for Instant Ink, is that the same thing?
I try to add the Device on here and get Add Device to your Account "This service is temporarily unavailable. Please try again later."
I really need to scan a doc and email it, but HP is being confusing to say the least.
Help Thanks

Welcome to the HP Community --
I am sorry the Scan to Email profile setup is not going as hoped.
I had an OfficeJet Pro 9025 (big brother to the 9010) for several years (recently retired) --
None of what you are saying except perhaps for the comments about the Web Services, is anything I remember about setting up SMTP Scan to Email Profile.
>> Instant Ink is not in any way connected to setting up Scan to Email.
I can provide and example that illustrates what I know -- perhaps it will help sort what you need to do for your printer...
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Scan > Scan to Email > Settings / Scan to Email Setup
Things that are Scan to Email
==============================
Scan to Email – Two-Step Verification and Application Password
Email Account Security
"Scan to Email", “Scan to Network”, "HP Scan > Email" and "Share" are subject to your Email Account provider's security that governs how your email account interacts with "third party software / apps".
For example, Google (G-Mail) and other email providers, including (and not limited to) Apple, Microsoft, and Yahoo, might require that you enable 2-Step Verification AND create and use an App Password to interact with the printer software, printer applications, or any program that requires that software to access your email account.
Where the email provider's security requires it, the App Password is used in place of your normal email / account password in "third party" apps and software.

Less secure apps & your Google Account
This video will quickly show you how to set up scan to email with an HP printer with G-mail AND keep the 2-Step verification security feature. App Passwords
Set up Scan to Email HP Printer with 2 Step Verification on G-mail and Google
Steps
Log into your Google Account
Open your Google Security Webpage
Next, if not done, Switch ON 2-step verification
Next, Complete the steps to open your mail security settings
and
Create / Select app and (then) create your app password
- At the bottom, choose Select app and choose the app you using > Select device and choose the device you’re using > Generate.
- Follow the instructions to enter the App Password. The App Password is the 16-character code in the yellow bar on your device.
- Tap Done.
Tip: Most of the time, you’ll only have to enter an App Password once per app or device, so don’t worry about memorizing it.
Assign / set that new App Password in your Scan to Email profile as the password.

Web Services
Note: Web Services controls in EWS are printer model dependent
Example – EWS – Web Services
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Web Services > Web Services Settings > Summary
Web Services is used to connect the printer to the Internet in general with the added "bonus" of having to connect to HP Services at the end of that journey. Web Services then recognizes the printer and hands it to whatever service is "next". For example, Web Services might hand your printer to ePrint, Instant Ink, HP+, or certain Cloud services.
