Product: HP OfficeJet 8022e All-in-One Printer

I can't get my laptop or my phone to connect to my new printer. I've tried setting it up on both and it doesn't work. It can't find the printer even when I put in the IP address. I have reset the wireless settings on the printer, deleted and cleared out the information on the app, and did the same on my laptop for the hp smart print app. When I click find my printer on the laptop it keeps popping up with the location settings needing to be set; which are already on. I've tried the virtual assistant and it wasn't helpful at all. Any suggestions? The printer was just taken out of the box today and they are all on the same network.
