macOS 10.13 High Sierra
So, how come there's no download available for 10.13? 
 
Late 2010 Air, so no upgrade available.

Hi @KE_PE ,

The HP Smart application is supported on Mac 10.14 or later, to use HP Smart you would need to upgrade your operating system to a later version, as a reference see the System Requirements within the FAQ section:

Please clarify your printer model so any other installation or usage method can be provided accordingly.

If I could upgrade, I would... But it's a late 2010 Air, so I'm stuck with 10.13. 

 

And now I have a useless printer, since I can't download HP Smart.

Please clarify your printer model so any other installation or usage method can be provided accordingly, there might be other options for other printers..

I have this same problem w/ the ENVY 6055e.
Hopefully I don't have a useless printer.

Generally, the printer is supported on macOS 10.14 or later versions @JacobFool , including its System Requirements:

You may set up the printer for a Wireless connection through any supported operating system (iOS / Android / Windows 10 + / macOS 10.14 +):

Following the configuration try adding the printer with AirPrint and check if that may work, see Step 2 below:
