The last scanning software for the PSC 2400 was released for Windows XP. It scanned only to Office 2003. Since then only diagnostic software has been released. It can print only because of HP's universal printer drivers that come free with windows.

Do not attempt to find a keygen for the license key or you will end up with a virus or trojan.
The license key may cost as as a cheap used scanner on eBay or goodwill.
