HP does have a offline installation, at least for Windows based machines.
Windows 10/11 here https://ftp.hp.com/pub/softlib/software13/printers/DJ2800/HPEasyStart-15.8.1-DJ2800_57_2_1683_3_Webp...
Install the above package and then connect the printer via USB
