The printer is recognized before this installation freezes

 

The printer is listed in Devices & Printers, but greyed out requiring a driver. It is recorded on the modem and operates on another computer with a VISTA installation, so it seems to be a Windows 8.1 clash with  EasyStart

Try installing the printer using its drivers below and check for any difference:

http://ftp.hp.com/pub/softlib/software13/printers/lhasawl/DJ3700_Full_WebPack_40.12.1161.exe

Worked first time - no problems.

I would suggest that the administration should consider a change to the installation and at least include your advised action as an option.
