Should I use the USB Cable to accomplish the best configuration of my new out of the box printer

keep in mind that an E series product will always require a network connection to operate. You can connect via USB but you must still have the printer networked with internet connection.

For this printer model (Officejet 9130e) the best option is to install using Wifi network.
