On a desktop PC (named PC-F) running Windows 10, there is a shared HP Smart 570 printer.
The installation of the printer on two other PCs on the local network was done without problems (PC-I and PC-M).

But on the PC-S (main computer of the network), when trying to install, the following message is displayed "The operation failed with error 0x0000011b"

I stopped and restarted the print spooler: without effect.

I added the key RpcAuthnLevelPrivacyEnabled DWORD-32-bit value, to 0, in the registry, on PC-F and PC-S, at HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Print
But I still get the error message: "The operation failed with error 0x0000011b"

I disabled the firewall on PC-S: no effect

I verified that the following services were started on PC-S:
-Publishing Feature Discovery Resources
-Function Discovery Provider Host

On PC-S two others printers (from Canon and Brother) were installed without trouble.

What can I do to try to resolve the problem?

I know it’s incredibly annoying when one computer just won’t cooperate while others work perfectly. Let’s try a few additional troubleshooting steps to see if we can resolve the error 0x0000011b on PC-S.

 

1. Verify Network & Sharing Settings

  • Confirm Workgroup/Domain: Ensure PC-S is on the same workgroup or domain as the other PCs (PC-F, PC-I, and PC-M).
  • Check Printer Sharing: Verify that the printer is shared correctly on PC-F and that PC-S has the necessary permissions to access it.

2. Manually Add the Printer

  • Add by IP Address: Instead of using the automatic discovery, try manually adding the printer using its IP address. Go to Settings > Devices > Printers & scanners > Add a printer or scanner, then select “The printer that I want isn’t listed” and choose to add a network printer by its IP address.

3. Reinstall the Printer Driver on PC-S

  • Download from HP: Visit the HP Support website and download the latest driver package specifically for the HP Smart Tank Plus 570.
  • Clean Installation: Uninstall any existing printer drivers on PC-S, restart the PC, then perform a fresh driver installation using the downloaded package.

4. Check Windows Update & Security Settings

  • Recent Updates: Sometimes a recent Windows update can introduce driver installation issues. Check Windows Update history on PC-S to see if any recent update might correlate with the issue.
  • Local Group Policy: Open the Group Policy Editor (gpedit.msc) and navigate to Computer Configuration > Administrative Templates > System > Device Installation > Device Installation Restrictions. Make sure there are no restrictions that might block the printer driver installation.

5. Validate NTLM and RPC Settings

  • You’ve already set the RpcAuthnLevelPrivacyEnabled key to 0 and disabled the firewall, which is great. Double-check that no additional security policies (local or via domain group policy) are preventing network driver installations.

6. Test with a USB Connection (If Possible)

  • If the printer supports a USB connection, try installing it locally on PC-S via USB to see if the driver installs successfully. This can help isolate whether it’s a network-specific issue.

Could you please let me know:

  • Has PC-S ever successfully connected to this printer, or is this a new issue after recent changes/updates?
  • Are all the other network settings (such as sharing and permissions) identical on PC-S compared to the other PCs?

I thank you for your very detailed reply.

I was out of my office for some days.

When coming back, I followed all the instructions given by darkmaniac0007.


1. Verify Network & Sharing Settings : no trouble was found


2. Manually Add the Printer : i was unable to find the IP address printer


3. Reinstall the Printer Driver on PC-S : Done and this allows the printer to work when it is only USB-linked with PC-S


4. Check Windows Update & Security Settings : The Windows version and update are the same as on three other computers where it is possible to install (PC-F) and/or to share (PC-I and PC-M) the HP printer
 Group Policy Editor : there is no such a group on our Windows Family version


5. Validate NTLM and RPC Settings : I do not know how to look for "additional security policies"


6. Test with a USB Connection (If Possible) : Done and the printer works (as a single printer, but not as a shared printer)


7- Has PC-S ever successfully connected to this printer, or is this a new issue after recent changes/updates? : I started first by installing the printer on PC-F, shared it, and try to use it from PC-S (and as earlier described, I met the error message)

Are all the other network settings (such as sharing and permissions) identical on PC-S compared to the other PCs? : as far as I could check, there are identical

Given what you’ve described, it appears the core issue is related to the network setup or sharing permissions on PC-S, and potentially the printer connection over the network. Let’s walk through some additional steps to help resolve this issue.

1. Verify the IP Address of the Printer

Since you mentioned you couldn’t find the IP address of the printer, that’s an important step because the printer might not be correctly connected to your network for sharing.

To find the IP address of the printer:

  • On the printer’s control panel, navigate to Settings or Network Settings.
  • Look for an option like Print Network Configuration or Print Information Page (specific terms might vary based on the model).
  • The printed page should display the IP address of the printer.

Alternatively, if you have access to the router, you might be able to find the printer listed in the DHCP clients or Device List.

2. Manually Add Printer on PC-S Using IP Address

Once you’ve obtained the printer’s IP address, follow these steps on PC-S to manually add the printer:

  • Go to Control Panel > Devices and Printers.
  • Click on Add a Printer.
  • Select The printer that I want isn’t listed.
  • Choose Add a printer using a TCP/IP address or hostname.
  • Enter the IP address you found earlier and follow the on-screen instructions to add the printer.

3. Ensure Printer Sharing is Set Up Correctly on PC-F

Since the printer is working on PC-F, it sounds like it’s been set up for sharing, but let’s double-check the sharing settings to ensure everything is correct:

  • On PC-F (the one with the printer connected):
    1. Go to Control Panel > Devices and Printers.
    2. Right-click on the printer and choose Printer Properties.
    3. Go to the Sharing tab and make sure Share this printer is selected.
    4. Note the Share Name of the printer.

This name will be used when you try to connect from PC-S.

4. Ensure Network Discovery and File Sharing are Enabled on PC-S

  • On PC-S, ensure that Network Discovery and File and Printer Sharing are turned on:
    1. Open Control Panel > Network and Sharing Center > Change advanced sharing settings.
    2. Make sure the following options are enabled:
      • Turn on network discovery.
      • Turn on file and printer sharing.
    3. Save changes and restart the PC.

5. Check Firewall and Antivirus Settings on PC-S

Sometimes, firewalls or antivirus software can block communication between the printer and the computer over the network.

  • Temporarily disable the firewall or antivirus on PC-S and try connecting again.
  • If the printer works after disabling these, you’ll need to adjust the firewall settings to allow communication with the printer.

To check the firewall settings, go to Control Panel > Windows Defender Firewall > Allow an app or feature through Windows Defender Firewall. Ensure that File and Printer Sharing is allowed.

6. Check for Printer Driver Compatibility

Although you’ve mentioned reinstalling the driver, there could still be some driver conflicts or missing components, especially with network printing.

  • Uninstall the printer driver from PC-S and reinstall it by either downloading the latest driver from HP’s website or using the HP Smart or HP Easy Start installer.
  • After reinstalling the driver, try to add the printer again, either through USB or network (using IP address or via sharing from PC-F).
