When attempting to download the solution center in win 7, I get this error...
Service Unavailable - DNS failure
The server is temporarily unable to service your request. Please try again later.

Does ANYONE know where I can get this updated for win 7 so I may be able to scan documents on my laptop. And please do not tell me to upgrade. Money is really tight

Let's run the HP Print and Scan Doctor, which helps in resolving common printing and scanning problems such as missing or corrupt print drivers, connectivity issues etc.
Use this link for details on using the HP Print and Scan doctor: https://hp.care/2JyaC93
If the issue persists, let's do a root uninstall and reinstall of the software:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo.
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.
Once done, please download and install the software from here:

I used the HP docor and when it attempted to download the solution center, I got the above error. I tried multiple times, refreshed the DNS cache, and even reste the modem. The above error came up every time.

Please define and explain what you are calling a root install. If this is an install in a bare bones boot, I have done this.
The only thing that is wrong is when the HP doc has me update the missing service part, I get this error. It has zero to do with the install as DNS is net based meaning Domain Name System. This is the nomenclature of the IP address. So, an install locally has nothing to do with internet domain indecies.
So with this in mind, what is the issue that I can do to deal with this? I have the HP Digital Imaging Monitor active but the sub program is needing updating.

It could be caused by an Anti-Virus Application or firewall.
Please disable your firewall and anti-virus and try.

I have done a barebones clean boot. Let me explain. This is only the microsoft system requirements to actually load the system and allow for installs. This does not let any anti-virus software to load. It does not let any anti-malware load. It only does the absolute minimum drivers needed to run the system and allow for installations as safe mode disables installs unless those installs are specifically allowed through programming. I tried to install via HP Doctor in safe mode but it requires the windows update feature which is disabled and unable to be activated while in safe mode.
I have flushed, reset, restarted, and completely wiped the DNS file locally. I have come to the above error even with everything in disabled mode that is not microsoft or HP. Disabling Windows Defender is a given as it barely does anything. If I could delete it, I would. It is inherent to the windows OS. I am using Windows 7 with SP1 and fully updated.

The error that you're getting is a laptop related error wherein one is not able to connect to the internet.
However, let's try a netsh winsock reset:
1) Go to Start and click Run…
2)Type cmd.exe and click OK.
3) Type netsh winsock reset in command prompt and hit ENTER button.
4) Restart the computer in order to complete the reset.

I connected with all other pages without a problem. Do I have to spell it out? I have done everything possible on my end to get this update and the error I receive is the same that the Domain Name cannot be reconciled with the IP address associated with it. It is not the laptop "unable to connect to the internet". It is not my software. It is not anything on my end.
I have:
1 clean boot
2 safe mde
3 reset cache
4 reset DNS
5 reset winsock
6 reinstalled interface
7 HP Doctored
8 hardwired connection (my requirement)
9 updated all drivers
10 reset ethernet port
11 reset USB ports
12 changed ethernet cables
13 changed USB cables
14 reinstalled internet protocalls to default (just to be sure)
15 and finally, after all of this, asked here for help.
I will reiterate that the all in one is able to get signals from the laptop to it for printing. It is not able to be seen in printer list. I cannot scan directly. I cannot get the Solution Center to update. The error I am getting is when I attempt to update the Solution Center via internal or through the HP Doctor program. The solution center in its current state cannot read the printer's status in regards to ink levels nor does it allow for autodetections. The error I am getting is a domain name solution error meaning the DNS is not lining up with a known IP address. Either the server is not transmitting the correct info, or the domain nomenclature is incorrect. Flushing the cache forces a reprobe of the information and sets the tables to null. When an address is requested, the table is updated. If I can access every site and page except the one needed for updating the Solution Center for scanning documents, my laptop is accessing the internet.
